TO: ACTING DIRECTOR, FBI (164-2111) FROM: SAC, KANSAS CITY (164-80) P NORJAK

Re Bureau airtels to Kansas City, 5/19/72 and 5/22/72.

When interviewed on 5/9/72, USP-L inmate HOWARD JAMES HUBBELL, number 84333-132, stated in substance what is contained in his letter dated 5/9/72, to the Attorney General.

HUBBELL throughout the interview insisted that he was correct in the identification of the subject and therefore, he would be released from prison. He further stated that he is getting old and does not want to die in prison and he knows that since he has solved this notorious crime, he would be immediately released.

Contacts with [REDACTED] and [REDACTED] USP-L, revealed that HUBBELL is a thoroughly institutionalized individual who has served ten prison commitments starting in 1926. HUBBELL has been evaluated as being a "threat to society"; however, he is a "model inmate."

[REDACTED] noted that HUBBELL occasionally will furnish bits of information to the penitentiary staff in the hopes of better treatment. [REDACTED] stated that much of this information is common knowledge.
