Re SA MANNING telephone call to SAC, Seattle, 11/17/72

Attached to this communication is a Xerox copy of a letter dated 4/24/72 received by [REDACTED] [REDACTED] signed by [REDACTED]

---

On a number of occasions since May, 1972 the [REDACTED] have inquired of the writer concerning their property being made whole after use by the United States Army. These inquiries were directed to SA [REDACTED] for transmission to the proper authorities at Fort Lewis, Washington. SA [REDACTED] advised on 11/17/72 that he has called this matter to the attention of [REDACTED] and others at Ft. Lewis on at least seven or eight occasions and was advised one one of the occasions that it was not the US Army responsibility but was rather a FBI matter to have the property made whole.

---

The enclosure was sent to [REDACTED] [REDACTED] early in November, 1972 with the letter requesting an immediate repair to their property. All details of the damage done to the property have been placed in memo form and are in the damage claim section of 164-81. For purposes of locating this claim which was called to the attention of several Army officers at the time it was incurred, a possible reference would be the [REDACTED] property located on [REDACTED] property was also used as a bivouac area and certain damage there has been or is being repaired by [REDACTED] However the damage complained of [REDACTED] is extremely deep ruts on the road leading to their property and large ruts on their property which is vacant land. They stated a vehicle can not pass on the road due to the ruts and they have been attempting to sell said property but cannot show it due to the impassability of the road.

---

Both individuals have been extremely patient in this matter but now feel that some satisfaction is in order. [REDACTED] on 11/17/72 was somewhat placated by the visit of the writer but it is felt that unless some satisfaction is forthcoming shortly with the intention of the Army or the FBI expressed in writing a suit will be the next consideration. It is the opinion of the writer that a distinct possibility exists that the FBI will be mentioned in said suit. (2)
