RE: [REDACTED]

Re Seattle memo of SA [REDACTED] 2/4/76.

---

On 2/17/76, [REDACTED] Professional License Division, DMV, Olympia, Washington, advised his records reflect that [REDACTED] was first licensed in 1951, however, his license lapsed in 1967, and his file had been sent to State Archives.

On 2/17/76, [REDACTED] Washington State Archives, Olympia, Washington, made available for review an Application for [REDACTED] in the name [REDACTED] Yakima, Washington, DOB [REDACTED] POB [REDACTED] education - [REDACTED] Arkansas, which also was bearing a photograph of [REDACTED]

It was noted [REDACTED] had a very receding hairline, and other facial characteristics which were not at all similar to the composite of D.B. COOPER, and which allowed the writer to conclude that [REDACTED] was not identical. It is therefore suggested no further investigation be conducted concerning [REDACTED]. It is also noted there was only one photo of [REDACTED] which was not available to be removed and placed in this file.
