To the Federal Bureau of Investigation

Because of things I have observed I believe that [redacted] retired [redacted] [redacted] of the United States Coast Guard, is the the person who called himself D.B. Cooper and hijacked a plane in 1971.

In 1969 to 1971, [redacted] was [redacted] for a company called [redacted] in Everett, Wa. I was a [redacted] for the company. Bad times came and they couldn't pay me or their people. They were going broke! [redacted] had guarenteed his partners that they wouldn't lose their money invested. I was working in a basement, finishing it out, and overheard this plot. [redacted] and two other men were asking [redacted] what he was going to do as they had lost all their money. He started explaining that he was going to Hijack a 727 in Portland (so people would think he lived there) and make them fly to Seattle, where he would show a bomb. He said he was going to ask for $200,000 and four parachutes. He also said he would make them fly with 15 degrees flaps so they would be so busy they couldn't stop him. He explained he would bail out the emergency shoot on a stormy night so they couldn't follow him. [redacted] [redacted] said he would help and meet [redacted] in the mountains. About a month later, [redacted] and his wife bought a [redacted] They called it their get-a-way car. One day he asked me to [redacted] [redacted] I did. When they returned He asked me [redacted] [redacted] I told him what I knew [redacted] He asked if [redacted] I told him if it [redacted], it could. The next day he said [redacted] [redacted] I told him I [redacted] I also told him that [redacted] had some. [redacted] went to him and [redacted] [redacted]

One day a guy bailed out of a plane over our job. [redacted] [redacted] He said [redacted] and I did. [redacted] [redacted] Later [redacted] said some guy hurt his leg. The next monday, [redacted] asked [redacted] what he was doing taking jumping lessons. He had seen [redacted] taking sky- diving lessons from a guy in Snohomish Airport. [redacted] said He had gotten inter- ested because it was fun. The money had gotten slower, we had not been paid in six weeks. [redacted] felt bad about it. He said we would get paid from the last draw. When the time came for the last draw the bank had taken out their interest and there was no money to pay us with. [redacted] was hurt, He said, [redacted]

[redacted] was a person that hated to walk. He rode a motorcycle arount the housing tract. Toward the end he had started walking everywhere he went. I asked him why and he said [redacted] He also went on a [redacted] [redacted] He had always worn a crew cut and he let his hair grow out. He started smoking. I aksed him why. He said, " [redacted] One day he asked me [redacted] I said I didn't know. But, I thought that [redacted] I came to the office one day and [redacted] had a black suit over a thermal suit.
