On 4/26/72 Assistant Director CHARLES BATES called. He advised that the Summary sent in on 4/25/72 was too short, too nebulous and incomplete. The Summary that is sent in each day in the future should give a complete resume of the investigation not only by Seattle, but other divisions as well.
He requested that the microfilm of the bills that we have here be furnished to the Bureau today by pilot courier. I told him we had agents reviewing the microfilm now to locate the 3 bills mentioned, and had already located two of them and we would mark in the film where these bills are located.
He requested that a photograph of [REDACTED] be furnished to the Bureau. In addition he advised that this investigation must be pressed immediately, that all the manpower necessary must be used on it to identify the other individuals involved in this case, and to determine immediately whether the wig and white cap man is the actual hijacker.
He also advised that the Bureau had authorized the use of the polygraph on [REDACTED]. I told him if we interviewed [REDACTED] again, we would have to advise him of his rights, get the usual waiver and very likely would be told by [REDACTED] that he would not be interviewed, and the likelihood of [REDACTED] taking a polygraph examination appeared to me to be extremely remote.
He said that may be but there is nothing to lose by doing it, so we should endeavor to locate [REDACTED] interview him and give him the polygraph examination if he will consent. I told him that we had conducted extensive investiga- tion in Bremerton, in the bars, among law enforcement officers, and other places [REDACTED] trying to determine the identity of the man in the wig, with negative results, thus far. However, now that we had the photograph of this man, as touched up by the Lab, we were showing it again to the country clubs, the Episcopalian ministers.
