Group Votes To Oppose Cigarette Tax

PORTLAND, Ore. (AP) — The board of the Oregon Home Owners Association has de- cided, in a vote by telephone, to oppose the cigarette tax, the or- ganization's president said.

The tax is scheduled to be re- ferred to the people Jan. 18, 1972.

The head of the association, Clyde Brummell, Portland, said the action came because of a bill introduced at the recent special session of the legisla- ture which would have made wholesale [illegible] a state m[illegible]

American tuna fishermen say they refuse to purchase the Ecu- adoran fishing licenses as the State Department advises that recognition might appear to be given to Ecuador's territorial claims if such purchases are made.

State Dept. 'Blessing'

Disclosure of the Blackfin's friendship visit to Guayaquil came as owners of the Califor- nia-based fishing fleet were re- newing demands that the navy provide them with armed es- corts. The visit, in the midst of a new and violent outbreak in the 18-year-old "tuna war," was made with State Department blessing.

An official of the American Tuna Boat Association described Blackfin's visit as "an act [illegible]dity and cowardice in the this escalating high seas "
