Mr. Donald W. Bell Special Agent in Charge United States Secret Service P. O. Box 1203 Portland, Oregon

Dear Sir:

On September 15, 1972, [REDACTED] First National Bank of Oregon, Coos Bay Branch, Coos Bay, Oregon, exhibited to Special Agent LeRoy R. Elliott of our office, a $20.00 Federal Reserve Note, which on close analysis was found to be segments of four different $20.00 notes scotch taped together on the back side. The purpose in this would appear to be to change the serial number as each segment contains only one-half of the original serial number.

The deception is easily noted on examination, because the two serial numbers appearing on the face of the bill, one on the lower left, the other in the upper right corner, are not identical.

Attached is a penciled sketch made of the bill, which [REDACTED] advised he would retain and make available to your office.

Very truly yours,

J. L. MATTSON Special Agent in Charge

---

NOTE: The beginning halves of the two serial numbers were searched through the "D.B. COOPER" bills and it was determined that no bill on the "D.B.COOPER" list commenced with either of these beginning halves.
