OPTIONAL FORM NO. 10 MAY 1962 EDITION GSA FPMR (41 CFR) 101-11.6 UNITED STATES GOVERNMENT Memorandum

TO : SAC (164-41) DATE: 12/27/72

FROM : SA [REDACTED]

SUBJECT: NORJAK

---

On this date, [REDACTED], [REDACTED], Oregon, telephonically contacted this office and furnished the following information:

[REDACTED], who has given considerable thought to the D. B. COOPER case, stated that he had put himself "in the shoes" of D. B. COOPER and from this point figured that if he had committed the NORJAK he would have planned to leave the country and for this reason, would have previously obtained a U. S. passport as much as one year prior to committing NORJAK. [REDACTED] noted that every passport has a photograph affixed thereto, as well as copy of same in the Passport Division of the U. S. State Department.

[REDACTED] figured that possibly COOPER could be identi- fied through the above-mentioned passport photographs.

[REDACTED] is interested in receiving any reward should his line of thought bear fruit with regard to solving NORJAK.

It is suggested that Case Agent HIMMELSBACH pursue the above-mentioned line of investigation toward solving NORJAK.
