Enclosed for Seattle are nine copies each of two investigative inserts reflecting investigation conducted by SA [REDACTED] on 12/17/71 and 12/20/71.
For information of receiving offices, background investigation conducted regarding ROBERT FRANCIS KETCHLER, 1239 Kentucky Street, Racine, Wisconsin, reveals that KETCHLER has been involved in numerous incidents regarding the local police, however, none of a major nature. No photograph of KETCHLER was available at either the Racine PD nor the Racine County SO, Racine, Wisconsin. [REDACTED] [REDACTED] Wisconsin, had no significant information regarding KETCHLER.
