Enclosed for Honolulu is one Xerox copy of a map of the Island of Kauai with rectangular location marked with red arrow, and two colored composite photographs mentioned in the body of this communication.

---

It is to be noted by Honolulu that the enclosed photographs with and without glasses are the latest composites completed by the Bureau and are considered to be excellent likenesses by witnesses in instant matter. However, the enclosed photographs have not at this time been disseminated Bureau wide and until this is done no publicity should be afforded to the photographs.

On February 12, 1973, [REDACTED] Longview, Washington, advised SA THOMAS J. MANNING that he recently returned from Kauai, Hawaii, and during his time on that island stayed at the Kauai Resorts Hotel. About 5 p.m. on February 6, 1973, he was in a lounge at that location where a rock band was practicing. He noticed a white male sitting at a table and they began to speak about the noise of the band. [REDACTED] in order to converse with this man over the band sound moved closer to him and they introduced them- selves with [REDACTED] stating he was from the State of Washington.

---

This man introduced himself as D. B. COOPER and said he was from British Columbia with no location given.

At the time he gave his name, [redacted] was immediately alerted to facts he is familiar with concerning the Norjak matter for publicity has been given to that case in the Longview area due to the proximity of the city to the area which was searched for the subject at the time of the hijacking and subsequently. Further publicity has been given to a composite picture of the hijacker in local Longview paper.

---

[redacted] advised that this man brought up the Longview-Kelso area even though he stated he was from British Columbia. Specific remarks were made by this man concerning weather and other conditions in Longview. [redacted] pointed out that at the time he spoke with this man it was bright in the lounge and he had a good close-up view of him. He recalled that this individual was drinking bourbon and water and was smoking filter cigarettes but the brand was not detected by [redacted].

---

[redacted] described this individual as white male American, early 40's, 5' 10½", 170 - 180 pounds, ruddy complexion, rounded chin, sideburns to about middle of ears with slight graying hairs in sideburns but not in rest of his hair, slight wave in front of hair which was parted on the left side, soft spoken, and definitely no accent such as a British Columbia resident would normally have. This man also mentioned that he was waiting for a friend from Riverside, California.

---

During the conversation this man stated he had bought thirty acres of land on Kauai recently and he and his partner (not identified) have planted a large stand of corn and plan to expand to about fifty acres. He also mentioned planting soy beans. This man spoke about [redacted] [redacted] stated he did not have [redacted] with him and he had just arrived on Kauai recently but had been there several times previously. At this point the man said his first name was DON but [redacted] advised that due to the rock band music it could have been either DON or DAN.

---

This man took from his pocket a map of the Island of Kauai and explained to [redacted] located stating that there was [redacted]. At this point he placed a rectangle in the vicinity of the [redacted] was located there.

He gave the map to [REDACTED] in turn furnished it to the interviewing Agent. It was noted that the map bore on the front and back a stamp of the Watase Taxi and U-Drive Company on the Island of Kauai.

---

This man did not tell [REDACTED] where he was staying on the island and [REDACTED] later left the lounge and again saw the man walking through the lobby of the hotel and bade him goodbye.

---

At this time [REDACTED] viewed a color composite drawing of the Unsub which is known to be an excellent like- ness. This drawing had dark glasses affixed. [REDACTED] after viewing the drawing for some time said, "His hair was parted the same way and that's him". He then viewed the same drawing without the dark glasses and said, "He had the same nose, no hump, straight small and delicate for a man" and once again said, "That's the man I was speaking with".

---

[REDACTED] also advised that the next night he [REDACTED] [REDACTED] were at the Islander Restaurant and again saw this man in the lounge there but did not speak with him. [REDACTED] [REDACTED] who had the man pointed out to her then viewed both composite drawings and said, "The man I saw in a poor light bears an excellent likeness to the picture without the glasses".

---

It is to be noted that [REDACTED] are known to the interviewing Agent and both are known to be very reliable individuals and people who are not excitable or given to flights of fantasy.
