Enclosed for Honolulu is one Xerox copy of a map of the Island of Kauai with rectangular location marked with red arrow, and two colored composite photographs mentioned in the body of this communication.

---

It is to be noted by Honolulu that the enclosed photographs with and without glasses are the latest composites completed by the Bureau and are considered to be excellent likenesses by witnesses in instant matter. However, the enclosed photographs have not at this time been disseminated Bureau wide and until this is done no publicity should be afforded to the photographs.

On February 12, 1973, [REDACTED] Longview, Washington, advised SA THOMAS J. MANNING that he recently returned from Kauai, Hawaii, and during his time on that island stayed at the Kauai Resorts Hotel. About 5 p.m. on February 6, 1973, he was in a lounge at that location where a rock band was practicing. He noticed a white male sitting at a table and they began to speak about the noise of the band. [REDACTED] in order to converse with this man over the band sound moved closer to him and they introduced them- selves with [REDACTED] stating he was from the State of Washington.

---

This man introduced himself as D. B. COOPER and said he was from British Columbia with no location given.
