Re Seattle letter to Phoenix dated 1/21/75; Phoenix memo of SA RALPH E. LAWRENCE, Jr., dated 1/27/75.

The following investigation was conducted by SA ALAN J. HOSIER:

AT KINGMAN, ARIZONA

On 2/4/75, Sgt. HELEN HART, Records, Kingman Police Department, and [REDACTED], Records, Mohave County Sheriff's Office, advised that after checking their respective files that they could find nothing on file identifiable with CARL W. JOHNSON.

---

On 2/11/75, CARL W. JOHNSON was contacted at his residence, 3779 Devlin Ave., Kingman, Arizona, and furnished the following information:

JOHNSON advised that he had written several letters concerning the location of D.B. COOPER and that his method of locating COOPER is basically the method of "dowsing".

JOHNSON stated "everything in the ground gives off a certain amount of radiation and the radiation given off varies from item to item. Before a lost item or individual can be located, the item or individual must have been at the location for 30 days for it to register. A map of the area to scale will then give off the same radiation in the same area that the geographic location would give off. This must be done, however,

on a clear day. The map will give off radiation because it acts as an extension of the area and will take on the characteristics of the area just like a picture takes on the characteristics of that which it depicts."

Mr. JOHNSON then produced a booklet entitled "Dowsing for Treasurers and Minerals" by SAM WOLFE, 13451 Ector, La Purta, California. JOHNSON advised that this book was his source of information of "dowsing" and how one can go about locating people like D.B. COOPER and the missing $200,000.00.

It is to be noted that CARL W. JOHNSON made no mention of "Radiesthesia", use of a "pendulum", or "triangulation".

It is also noted that JOHNSON is an elderly retired white male, who is sincerely motivated but had probably achieved a fair degree of senility and was unable to speak in depth on the subject he professed to be proficient in, namely, "dowsing".

In view of the above, no further investigation is being conducted by the Phoenix Division unless advised to the contrary by Seattle.
