[REDACTED BOX] Federal Bureau of Investigation 915 Second Ave. Seattle, Washington 98174

Dear Sir:

Re: Hijacking Northwest Airlines Date of Loss: 11/24/71 Claim#: [REDACTED BOX]

Following our September 1, 1976 telephone conversation re above I would like to bring you up-to-date on all the recent tips we received due to the courtesy and cooperation of the Northwest Orient Airlines:

1. As you have been previously informed we have been negotiating with Mr. John Banks of Kirkland, Washington a salvaging operation on Lake Merwin, State of Washington. - We are preparing a contract with this independent entrepreneur. We will advise you when Mr. Banks will be ready to start and keep you posted on the developments.

2. We called attorney [REDACTED BOX] of Naples, Florida on 8/23/76 in connection with his letter of 8/11/76 addressed to Mr. James Houdek of the Northwest Orient Airlines, copy attached. This is what attorney [REDACTED BOX] told me: He knows a waitress, presently employed in Naples, formerly living in Miami, Florida. The woman alleges that she knew Cooper under his real name, not disclosed during our telephone conversation with attorney [REDACTED BOX]. Cooper had a detective agency in Miami and was using an alias Cooper on occasion. He was a paratrooper(?) and bragged that he would undertake some sort of a stunt or hijacking to get hold of

money. The woman allegedly knows Cooper's friends and could help to trace him.

Attorney [REDACTED] told me that the Federal Bureau of Investigation was informed of those details about 2½ years ago, but apparently the information did not warrant the Bureau's attention. The attorney suggested a meeting in his office between the woman and a representative of our company.

For the time being this tip was laid to rest.

3. Following [REDACTED] of Oakland, California, dated 8/10/76, copy attached, I called [REDACTED] on September 1, 1976. He told me that he knows somebody who knows Cooper. Cooper is allegedly in the sheet metal business operations. [REDACTED] was told to get in touch with us if he has anything concrete to report. He wanted to know how much we were willing to pay for this information. I indicated to him that we would consider sharing the redeemable money on a reasonable basis. We were not told who [REDACTED] informer was. [REDACTED] was referring to this individual as his "snitch". We are not attaching too much hope to [REDACTED] submitted "clue".

4. As I told you I had called Mr. Art Wheeler, Napa, California. Please refer to the attached copy of his 8/15/76 letter to Northwest Airlines, Inc. Please confirm your statement that the parts of a parachute allegedly found by Mr. Wheeler did not match the material of the parachute used by D. B. Cooper. We will obviously abandon this lead based on the information supplied by you.

Hopefully something more concrete will eventually develop, which
