What does the scan show?
A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

7-1b REPORT of the LABORATORY
FEDERAL BUREAU OF INVESTIGATION WASHINGTON, D. C. 20535
To: SAC, San Francisco (174-New) Date: February 23, 1972 FBI File No. 174-2723 Re: UNSUB; Lab. No. ;D-720131122 AT Letter Dated 1/12/72 to Fremont General Motors Plant Fremont, California; BOMBING MATTERS Specimens received 1/31/72
---
Q1 Envelope postmarked "SAN FRANCISCO, CA 6A PM 12 JAN 1972," bearing handwritten address "Fremont General Motors Plant Fremont, Calif. /ATT UNION SHOP Representative"
Q2 Accompanying newspaper clipping and attached sheet of paper bearing hand printed message beginning "ITS HOW..."
Result of examination:
A search of Q1 and Q2 in the Anonymous Letter File revealed communications sent to prominent United States citizens including Senator Edmund S. Muskie. The envelope of the communication to Senator Muskie contains the mechanically printed name and return address [REDACTED] b6 [REDACTED] SAN FRANCISCO, CALIF. [REDACTED]" b7C
The conclusion was reached that the hand printing on Q1 and Q2, described above, and the hand printing on the envelope and accompanying communication to Senator Muskie were written by one person.
Examination revealed the indented writing on the reverse side of Q2. This indented writing is not entirely distinct. The following is an interpretation of the indented writing on the reverse side of Q2:
To Bomb and Bail 300000 to DID
Q1 and Q2, which were photographed, are returned herewith.

Remarks:
In the absence of a request and since San Francisco letter of 1/28/72, advised that the submitted items had been handled by many persons, Q1 andQ2 were not treated for latent fingerprints. If such examination is desired, Q1 and Q2 should be resubmitted to the Latent Fingerprint Section of the Identification Division.
The writing on Q1 and Q2 and the indented writing on the reverse side of Q2, which appears to have been prepared by the subject, have been compared with the writings involved in bombing matters included in the Anonymous Letter File without effecting an identification. This included a comparison with the writings in the NORJAK case, for which Seattle is office of origin under Seattle file 164-81, Bureau file 164-2111. While the writing on Q1 and Q2 is not comparable with the writings in the NORJAK case, nothing of significance was noted as a result of this comparison.
