TO: ACTING DIRECTOR, FBI (164-2111) FROM: SAC, NORFOLK (164-41) (RUC) NORJAK (OO: Seattle)

Re Seattle airtel to Bureau 11/1/72.

On 11/7/72, interviews were conducted with the following individuals assigned to the [REDACTED] [REDACTED] Langley Air Force Base, Virginia:

It was the consensus of opinion among the three individuals above, each of whom has had considerable experience with infrared imagery, that efforts to locate the attache case by this means would probably prove futile. The terrain, as described, would neutralize any effort, particularly if tall trees and mountains are part of its makeup. Further explained was the necessity for the presence of heat which would need to be generated by the object (attache case) in contrast to the surrounding terrain for successful infrared high resolution photography. The size of the attache case provides a poor target for any type of aerial photography, including visual photography.

A proposal was suggested, however, which would require Bureau contact at the National Military Command Center in Washington, D. C. [REDACTED] advised that many training missions in visual aerial photography are flown within the continental U. S., and that perhaps, at the request of the Bureau, some of these training missions could be flown over the area in question as part of the training program. [REDACTED] suggested that in this regard the cost would probably be minimal at best and further suggested that if such visual aerial photography was attempted, the results might later invite that a second consideration be given to the feasibility of using infrared high resolution photography.

---

All three individuals interviewed, however, continued to express their negative feelings as to the success of either of the aerial photography procedures in this particular instance.
