RECOMMENDATIONS:
This Agent recommends reconsideration of [REDACTED] as a possible in this matter. This is based upon the remarks made by [REDACTED] the possible use of smoking cigarettes which have coupons, the low intelligent voice characteristics, the technical knowledge of both the 727 and parachuting techniques, and the remark made at Valdez, Alaska.
This Agent recommends that the above three persons at Valdez be contacted to ascertain if they have any informa- tion which would indicate [REDACTED] to be the subject of this case. It is further recommended that a full description of [REDACTED] be obtained through the Boeing Company and ascertain his association with the 727 aircraft.
Upon completion of the above two leads, it is recom- mended that [REDACTED] be located and through active investigation determine if he may be either marking remarks concerning the NORJAK case or spending $20 bills which were paid in this matter. If he has been continuing his heavy drinking, as reported above, he may be unemployed and using the ransome money.
