A person reads every report. Corrections are made by hand, to the data — titles, dates, names, which pages belong together — never to the scans, and they can take a while to appear.

FBI 164-81, Vault Part 50 p. 397 (DB Cooper-21098), Memo, dated 25 Jan 1994, serial SE 164-81-9232 (as read from the transcript) — cooper.theunsolved.net/documents/Cooper-Part-50%3A397-397

Memorandum

To : SAC, SEATTLE (164B-81) (P) Date 1/25/94

From : SA [REDACTED] (SQUAD 5)

Subject: NORJAK, aka D. B. Cooper; CAA-HIJACKING; OO: SEATTLE

---

This matter was assigned to writer in 9/93 upon the impending retirement of the previous Case Agent. Due to writer's assignment to [REDACTED] Conference and a 12/93 In-Service, the case was not addressed before writer was transferred to Squad 6 in 1/94. There are several pending leads which require review of the file to determine if a particular suspect is identical to subject.

SSA [REDACTED] has recommended that this case be reassigned to SA [REDACTED] so that he, too, can retire before it is closed.
