Dear [REDACTED]

---

This is in answer to your letter dated December 1, 1976, to Special Agent [REDACTED] of this office requesting information concerning the November 24, 1971, incident involving the hijacking of a Northwest Airlines airliner by an unidentified individual known as "Dan Cooper".

The detailed questions you ask concerning this investigation are logical ones. However, anyone knowing the answers to those questions would either have had to be very close to the investigation or be involved in the violation itself. The processing of suspects developed in a complex investigation is much more difficult if all the minute details of the violation are made known to the general public. The courts have also established guidelines for the commenting on pending prosecutive cases by attorneys, investigators, and others in a position to have facts about the cases.

Since this matter is currently an active pending investigation, and since the responsible individual has now been indicted by a United States Grand Jury at Portland, Oregon, on November 24, 1976, it will not be possible for us to supply you with the details you request.

Some of the material you are seeking pertains to areas of the investigation which have been researched
