AT OSAWATOMIE, KANSAS

On September 8, 1976, ESTEL WILLIAMS, 1126 Fourth Street, former Chief of Police, was contacted regarding COOPER. WILLIAMS advised COOPER sold automobiles for Watkins Chevrolet in Osawatomie and when the company went out of business, sold insurance for either American Farm or State Farm.

WILLIAMS advised COOPER came to Osawatomie in approximately 1968 or 1969, but he did not know from where. He described COOPER as a smooth talker and extremely good salesman. COOPER at that time was married and as far as WILLIAMS knows still is and had [REDACTED] children. [REDACTED] still resides in the Osawatomie area and will be attending college this fall in Kansas.

WILLIAMS recalled that COOPER was never in very good financial condition and thought that he borrowed money from [REDACTED] on several occasions.

WILLIAMS did not know if COOPER had any flying or parachuting abilities.
