Enclosed for Philadelphia and Seattle are two copies each of an envelope and a letter signed D. B. Cooper.
For information of Philadelphia, shortly after 3:00 p.m. Pacific Standard Time, 11/24/71, a lone white male traveling from Portland, Oregon, to Seattle, Washington, on Flight 305, Northwest Orient Airlines, displayed the contents of his brief case to a stewardess on the plane indicating to her it was a bomb and that it would be exploded unless his demands were met. The hijacker indicated his willingness to exchange the safety of the passengers for $200,000 and four parachutes. Northwest Orient Airlines complied with the hijacker's instructions and once the money and parachutes were loaded on the plane and it was being refueled, he allowed the 36 passengers aboard and two airline stewardesses to deplane. The hijacker indicated a desire to fly to Mexico City and instructed the plane take off in a southerly direction, fly at a low altitude and slow speed, and that the lower rear door in the plane be opened during flight. All of the hijacker's demands were met and all members of the crew remained in the pilot's cabin as the hijacker had ordered. When the flight landed at Reno, Nevada, for refueling, it was determined that the hijacker, two parachutes and the ransom money had disappeared.

An intensive investigation was instituted with negative results.
The hijacker was first identified as D. B. Cooper, but a later check of the passenger manifest showed the name he used in buying a ticket with cash was Dan Cooper. His actual identity never has been confirmed.
The enclosed letter is being furnished to receiving offices for possible future lead purposes.
